ACUPCC Reporting System

GHG Report for Austin Community College District

Submitted on May 14, 2010; last updated on May 25, 2010

Summary Statistics

Making fair comparisons between higher education institutions is always challenging due to the rich diversity of higher education. The unverified nature of the information in this database and unavailability of unbiased normalization metrics means such comparisons are even more difficult. Users should therefore approach direct institution to institution comparisons with caution and recognize that all comparisons between institutions are inherently biased.

Emissions Inventory Methodology and Boundaries

Start date of the 12-month period covered in this report September 1, 2008
Consolidation methodology used to determine organizational boundaries Operational control approach
If any institution-owned, leased, or operated buildings or other holdings that should fall within the organizational boundaries are omitted, briefly explain why.

All ACCD owned and leased facilities are included.

Emissions calculation tool used Clean Air-Cool Planet
Please describe why this tool was selected.

Clean Air Cool Planet is the calculation tool recommended by the ACUPCC.

Please describe the source(s) of the emissions coefficients used.

Clean Air Cool Planet v. 6.4 default emissions coefficients

Which version of IPCC's list of global warming potentials did you use? Third Assessment Report
Who primarily conducted this emissions inventory? Sustainability office staff
Please describe the process of conducting the inventory.

Budget Data: Business Services Department provided Operating budget and Energy budget of FY09.
Population Data: Office of Institutional Effectiveness & Accountability provided semester based population data.
Physical Size: Facilities and Operations Department provided physical size of buildings per campus.
On Campus Stationary Source: ACCD does not purchase chilled water nor steam, only Natural Gas consumption data was used as the stationary source.
Direct Transportation (Fleet) Source: ACCD uses Fleet Gas Card, FY09 report was generated from online reporting system, ACCD uses two types of fuel, Diesel and gasoline.
Refrigerants & Chemicals: ACCD uses only HCFC-22 for facilities cooling needs, FY09 invoices of this chemical purchase were obtained from the Building and Grounds Department.
Purchased Electricity: Electricity usage histories were acquired from the local utility company's website. eGrid information was acquired from the local utility company’s annual report.
Commuting Source: ACCD's annual transportation survey result was used to derive the Mileage, Frequency and Modes information of Faculty/Staff and Student.
Directly Financed Outsourced Travel (Air): ACCD books flights through a travel agent; monthly invoices were collected and calculated. Each travel was identified with the detailed itinerary for a detailed mileage calculation.
Directly Financed Outsourced Travel (Rental): ACCD uses two local rental companies for various classes and business uses, those invoices for a fiscal year were collected and calculated.
Directly Financed Outsourced Travel (Personal mileage reimbursement): Business Services Department provided personal mileage reimbursement data of FY09.
Study Abroad Travel: Number of students and destination information was provided by Workforce Education and Business Development Department.
Solid Waste: Waste management vendor provided waste dumpsters volume information and standard conversion factor was applied to get the weight of solid waste, which was land filled.
Wastewater: Conversion factor 70% of water consumption data was used. ref. 'Corbitt, Robert', 'Standard Handbook of Environmental Engineering', '1990'
Paper: Paper vendor invoices were collected and calculated per size and type of paper.
?

Please describe any emissions sources that were classified as de minimis and explain how a determination of the significance of these emissions was made.

No information provided

Please describe any data limitations related to this submission and any major assumptions made in response to these limitations.

ACCD's travel agent invoices were used to calculate the Directly Financed Outsourced Air Travel. Other air travels or vehicle rental data which were arranged by each employee and reimbursed by ACCD were not available for this report.
