Description The University is committed to GHG Mitigation and Energy reductions, sustainability, Greening the campus, Environmental Management Systems (EMS) and mindset and behavior changes to educating/prepare our staff, faculty and students for the effects of the CAP. The present institutional structure of a 15 person steering committee to implement the Climate Action Plan is in place and consists of the following subcommittees: Energy Projects Identification, Administration and Finance, Sustainability; Student Life, Transportation, Academic, and Public Affairs. The following stakeholders are involved in the subcommitees: College of Science; Research; College of Engineering; Deans Council; Student Affairs; Climate Change Initiative faculty and student group; student government; Parking and Transportation; EH&S (known as EEM), Procurement, Budget Office, and Facility Management. The Steering Committee will determine going forward what changes are required to implement the CAP. The Steering committee meets quarterrly and is co-chaired by the Vice Chancellor of Operations and Finance and the Assoc. Vice Chancellor of Facility Management.

Tangible Actions

1. Establish a policy that all new campus construction will be built to at least the U.S. Green Building Council's LEED Silver standard or equivalent.

Yes: The Chancellor has announced a goal, that all new building construction will meet or exceed the criteria of the LEED Silver Standard or equivalent. Presently UML is completing the new Enhanced Technology and Innovation Center (ETIC) and Health and Social Services (HSS) Buildings on campus. These buildings will be the first structures on campus to incorporate from design through construction the U.S. Green Building Council's LEED Silver Standard minimum. Commissioning of the ETIC building is occupied and is scheduled for commissioning completion in the fall of 2012. HSS is scheduled for completion in the spring of 2013. University Suites, a 470 bed residence hall is another LEED silver building that will be occupied in the fall of 2013. Also, University Crossing is another two phase approach where we are renovating the Sisters and Gagnon buildings to make inhabitable for administarion and addition of the new University Commons building which will be administration and student activities. These new buildings will be completed by Fall 2014 and both will be LEED certifiable.

2. Adopt an energy-efficient appliance purchasing policy requiring purchase of ENERGY STAR certified products in all areas for which such ratings exist.

Yes: The UML Facilities Department has an established purchasing program that directs the purchase of energy efficient appliances and equipment with direct preference to Energy Star Certification of like Energy Savings program certification .
UML will expand on this energy efficient appliance purchase program to include all UML Departments during calendar year 2008.

3. Establish a policy of offsetting all greenhouse gas emissions generated by air travel paid for by our institution.

4. Encourage use of and provide access to public transportation for all faculty, staff, students and visitors at our institution.

Yes: UML has an established Transportation Committee since 2000 that has developed programs that are recognized by the Massachusetts Department of Environmental Protection (DEP), Ride Share program. The committee meets on a regular schedule and develops programs to support, encourage and promote IE; car pools, bicycling, use of public bus transportation, public train transportation and the university's on campus private bus transportation programs. Walking on campus by students and staff continues to increase.

5. Within one year of signing this document, begin purchasing or producing at least 15% of our institution's electricity consumption from renewable sources.

Yes: In FY2012, UMass Lowell installed 250 KVA input of photovoltaic arrays generating power on the roofs of four buildings, Bougeoise, Leitch, Dugan and Costello. This will save 275,000 kWh per year in energy.


In FY2012 we are considering purchase of power from two Photovoltaic Power Generating Stations that are on the local LDC, National Grid. They are developed by Cathartes Development, location in Westford; and Solar Power Partners and the location is in Tyngsboro. Although this could be as much as 4 Megawatts of power using solar power we are purchasing Brown Power from the developer/operator.

6. Establish a policy or a committee that supports climate and sustainability shareholder proposals at companies where our institution's endowment is invested.

7. Participate in the Waste Minimization component of the national RecycleMania competition, and adopt 3 or more associated measures to reduce waste.

Yes: The Chancellor has appointed a 20 person Green Team that will convene during January 2008 to focus on waste reduction, reuse and recycling. Committee members include Faculty, Staff, Students, Food Service, Administration, Residence Life, Facilities, Toxic Use Reduction Institute, Office of Family and Community and others. A solid waste assessment are presently being conducted and programs such as single stream recycling is being considered. During 2008 UML will greatly enhance its total recycling an waste minimization programs through this newly commissioned committee.
Encourage composting of waste from kitchen services for organic fertilization or to sell for same.
